Our Team consisting of engineers, economists and experts from various other fields cover the whole solid waste sector with specialisations for:

- General planning of waste management (disposal and reutilisation)
- Utilisation of organic waste from industries and municipalities (like grass, sewage sludge etc.) and conversion to biogas and electric power
- Landfill leachate monitoring, including hazardous landfill sites
- Coaching of utility management, organisation and privatisation issues
- Tariff modelling and negotiations, for utilities , consumers and supervisory authorities
Especially regarding issues of organisation, transformation, privatisation and tariff modelling, a holistic and wise view is requested from any consultant, and the consultancy issued integrates technical and engineering know-how, which is an essential need for sustainable success of consulting assignments. For this, we, the CEEM, are ready to link with legal advisors before or during settlement of controversies before cause. Certain fields of legal advise can be delivered through CEEM, except in Germany (where legal advise is a privilege of registered law firms, which are not allowed to work in engineering and managerial consulting).



Project Examples



Collection and Treatment in Pitesti (Romania)
- Sponsor: EuropeAid
- Duration: since 2006
- Concession for the collection and disposal of municipal wastes in a renovated and extended landfill site in the Province of Arges (near Bucharest).
- Consultant's assignment includes the structurisation of the project, plus the tender and selection of the local transaction advisor for the concession, and furthermore capacity building/training for the members of the Project Implementation Unit.t

Management Consulting for a Municipal Association
- Client: AVEA GmbH & Co. KG
- Duration: 2003 - 2005, plus extensions
- Solid waste disposal for the City of Leverkusen and the Provincial Authority "Bergisches Land".
- The assignment includes tariff calculation and economic management consultancy to support the association before Court (defend tariffs against private and public complaints).
- Before that, a BOT for leachate treatment of a landfill site was structurised, designed and tendered by CEEM
- Furthermore, CEEM served as treasury consultant for the merger of smaller public solid waste utilities to the AVEA of today, operating large landfill sites, sub-companies and a big waste incineration plant.
